Of course it’s Bungle the bear from Rainbow. Think Bear in the Big Blue House, but fucking creepy. UK kids TV in the 70’s and early 80’s had a creepy level unchallenged anywhere in the world.
Well after all the recent hot weather it got me thinking:
Why did Bungle walk around stark bollock naked all the time, but then he’d put shorts on when they were outside on a sunny day.

It’s because Bungle was shown from the waist up in the Big Blue House. Outside walking around, the actor had to wear shorts to cover his dick. Otherwise you would have Bungle The Cocky Bear.
